What are the 'Zones' used for under 'Site Settings'?

Similar to this question about deleting countries you can get more specific by specifying the countries zones.

For instance, the United States has 66 different zones. These include the individual 50 states as well as other US zones like 'Armed Forces Middle East' and 'Northern Mariana Islands'.
